This is from
early 1939 as the shell was being completed.
This was mostly a WPA project.
One consequence of that was that a photographer followed the progress
of the building. There are literally
dozens and dozens of construction photographs of Norlin. Many are very beautiful images. The bay window, in particular, was
photographed a lot. Clearly it was a
powerful element of the building even as it was being constructed.
