Minutes of the November 6th GOPIG Meeting At the Air Force Academy Library, Colorado Springs Attendance: Marit MacArthur, Louise Treff-Gangler (Aur.); Rob Jackson (DPL); JudithRice-Jones (CU-Col. Springs); Fred Schmidt (CSU); Elefirede Jopp, Sharon Johnson (AFA);Tim Byrne, Rob Richards (CU); Julie Jones-Eddy, Monica Davis (CC); Sharon Partridge (Jeffco) The next meeting will be Thursday, December 5th at Jefferson County Public Library (10200w. 20th Avenue, Lakewood, CO.) Tour of the Library: The customary library tour, conducted by the AFA Library Dean, Dr. Edward Scott., was highly informative and interesting. The tour covered all areas of the library, including the special historical collections and the art exhibits. Minutes: No amendments. Depository Library Conference Report: Tim and Lisa attended the DLC meeting in Salt Lake City. The following points were reported and discussed. For a more detailed account, see the remarks of Gil Baldwin, Sandy Schwalb, Duncan Aldrich, and Thomas Downing 1. Jay Young is now working with GPO Sales. 2. The Code of Federal Regulations and the Commerce Business Daily are now available from GPO Access. 3. Screen saver software with the Depository Library Logo will be soon be available. 4. Re: STAT-USA - the only way GPO can afford to give multiple access licenses to Depository Libraries, is to stop distributing the print equivalents of the titles it contains. These include Area Handbooks, Background Notes, Dispatch, and many other valuable titles. 5. Beginning with the 105th Congress, the bound serial set will only go to Regionals. Selectives will receive a CD-ROM. Selectives, who wish to have a bound copy, will have to retain and bind their individual Reports and Documents. 6. Re: the Congressional Record - it's the same situation. A CD-ROM version is being developed for selectives. Only regionals will receive the bound volumes. 7. Shipping lists are now available from the GPO web site. 8. The selection period for the FBIS CD has been extended. The CD should be distributed this fall. 9. GRA & I will no longer be a depository item. NTIS is developing a CD-ROM edition, but it will not be distributed to depository libraries. Sandy Schwalb is working with NTIS to work out an agreement so that the FDLP can get some kind of access 10. GPO is working with the FEC to get depository access to the Direct Access Program, an electronic bulletin board of campaign contributions 11. Re: MoCat - there will be no retrospective CD (back to '76) from GPO. But early next year the '96 cumulation will appear. 12. MoCat records appear on the web site two days after creation, and will remain for 5 years. URLs appear in the 856 field and are active links. 13. The Cataloging Branch is beginning a URL Maintenance program to make sure the links work. 14. The Cataloging Branch is also working on a project to put each selective's item number selection list on the web site. They are also working on online item selection procedures. 15. Duncan Aldridge is now heading up a transition team working on Interagency Agreements (with NARA, et al. ) to establish preservation standards. 16. DOE will cease it's michrofiche distribution program. Instead its reports will be available electronically through a complex partnership between GPO and the DOE. GPO will receive and store the reports as TIFF images. Users access it through DOE Web Site. 17. U.S. Reports will be available on GPO Access. 18. Tim reported that the GILS session was informative. Post-Inspection wrapups: Everybody passed. Everybody was advised to flesh-out their collection development policies and update their policy manuals. Sheila McGarr was easier than GailSnider. Discard Policies: Regionals now have more flexibility regarding discards. For example, any discrete, tangible collection, such as DOE fiche, doesn't have to be listed individually by title. Just list the range of DOE numbers. CU and DPL will issue a revised set of guidelines about what should always/never be listed. MARCIVE Update: Regarding corrected GPO cataloging records. Jim Noel says MARCIVE is selective about using them because of the overlay problem. (The record would overlay the library's original record which might have location and holdings data attached.) Louise will contact CARL about getting all corrections for the Government Publications File. Lisa says that some full records are arriving with 2 different 035 fields, one with a temp no. and one with a mysterious gpo# (that doesn't correspond to the GPO MoCat #). This confuses the overlay program so no overlay occurs, resulting in duplicate records CARL sent letters to all alliance libraries describing the pending Government Publications projects, so libraries could inform the inspectors.
