Minutes - minutes for the 9/19/97 meeting were distributed via e-mail 3. Next meeting place and date - tenatively Friday December 5 at CU-Law (10am -1pm) 4. Depository Library Council meeting report - Tim attended the Fall Depository Library Council meeting in Florida and gave a detailed report. a. Electronic Depository Transition - GPO is backing off of this plan. If an agency asks for a tangible product, GPO will ride the order even if it is available over the Internet. The political push to move to a full electronic depository system is not there. A memo will go out to library director's stating as much (so they will understand that there will be growth in depository collections). b. Francis Buckley, Jr. has been named as new Superintendent of Documents. Mr. Buckley has experience as a depository librarian and many in the depository community are excited about this appointment. c. GPO Access will be undergoing change as GPO is merging GPO Access and the Supt. of Docs. pages. Some of the changes are already evident. The results can be seen at http://www.access.gpo.gov/su_docs/index.html d. askLPS is a webpage linked to the FLDP Administration page that GPO hopes will replace all of those GPO questions on GOVDOC-L (it is still in testing and now currently available). It will contain electronic inquiry form and an archive of questions already asked. e. Managing the GPO Access Collection/GPO Access Collection Development Plan is a concept brought up by Duncan Aldrich in his year at GPO. George Barnum is currently working on it this year during his stint at GPO. f. GPO is pushing FDLP Partnerships and will help to facilitate them. If interested, contact GPO. g. The microfiche to online format conversion project was discussed at the Council meeting. The initial list of documents (Administrative Notes, 10/15/97, p. 6-8) consists mainly of agriculture documents. While many depository librarians were excited about this, the Council was not quite as confortable with it. They want input to make sure that GPO is not making decisions in a vacuum. i. The Serial Set will be distributed to regionals only in the paper format. GODORT want the title pages and table of contents distributed to any depository libraries requesting it. j. Many within the depository community feel that Title 44 revisions need to happen in the 105th Congress. Unfortunately an contested senatorial election in Louisana has been affecting progress on Title 44 (two of the offices that had been working on Title 44 are rivals in this election). Eric Peterson from the Joint Committee on Printing is planning to use Nov. and Dec. to try and reestablish his connection with the minority, come up with a plan, and try to get it through very early in the next session. The three main tenants of the Title 44 legislation are 1) insuring permanent access 2) costs of procurement and production of government information 3) clearing up constitutional issues - which branch of government should GPO be placed 5. On the FDLP Biennial Survey a question is asked about a state plan and whether Colorado has one. The answer was yes; it was done in the mid 1980s and signed off by the Board of Education. It covers all types of government information, but the group decided it needed to be updated. A committee will be set up in early 1998 to revise the plan and the committee will decide how and when to ammend the plan. The members on this committee have not been named; and ideas on forming this group can be directed to Tim Byrne. Some of the issues needed to be addressed with this plan are what type of government information should be included (federal, state, international), regionals responsibilities, discard procedures, reference, ILL, service guidelines, and depository management support. 6. At the time of the meeting there had been no decision on how the Alliance proceeds were going to be spent. Those of particular interest to the group were the retroconversion project of government publications prior to 1976, the consortial purchase of STAT-USA for Alliance libraries, the consortial purchase of CIS new product Congressional Compass for Alliance libraries, and the consortial purchase of CIS congressional hearings (to 1939) full MARC records to be placed in the CARL Government Publications Database. 7. No unfinished business. 8. DOE Information Bridge was brought up under new business. Although access through the FDLP is not available yet, some libraries are getting access because their institutions are contractors with DOE. The results have not been encouraging so far. DOE Information Bridge is supposed to replace the access that depository libraries used to get to the DOE contractor reports via microfiche. Access is now going to be provided electronically through the Bridge. CU-Boulder has had problems with the time it takes to download the reports (all of which are in GIF format) and then printing the reports. It was suggested that perhaps DOE can use Adobe Acrobat production software to make these reports available in a PDF format. 9. Library Significant Events CU-Boulder - Tim will try to write up the letter to send to George Machovec at the Alliance of the meeting earlier this fall of Government Publications librarians. Going to be a ISO jukebox (Meridian) test site. This is a windows version of CD-NET and they hope to integrate their CD-ROMS with their webpage. There is going to be construction in one of the ceilings in the government publications section. This will close off two floors; they are hoping to get it done during the winter break. DU - Trying to get the MARC records from government documents for 1976- into their new III system. CSM - CSM has said goodbye to the last of its terminals. The library replaced all of the terminals with PCs. JCPL - Using Opera instead of Netscape for Internet access for patron use. It was reported that Opera runs quicker than Netscape. Have a new venda-card system in place and had no problems with the software. Auraria - Currently testing MARCIVE loaders. MARCIVE records are going to BNA (or whatever it is called now under OCLC) for authority control. They hope to load the records during the winter break. CU-Law - Have access to CIS Congressional Compass through CU-Boulder. Have new network technician who is very good. Working on new webpage and hope to have it up next year. Adding 856 fields to MARC records. CSM - Remodeling still continuing. Were disappointed when they received the first books back after being treated; the books were not in good shape and they realized that the damage is higher than was initially thought.
