Minutes of the February 6th GOPIG meeting GOPIG convened at 10:30 a.m. Feb. 6th, 1997, at Norlin Library CU-Boulder campus. In attendance were Louise Treff-Gangler, Auraria, Rob Jackson, DPL, Debbie Hollis, CU-Boulder, Peggy Jobe, CU-Boulder, Martha Jo Sani, CU-Boulder, Paula La Frenierre Aurora Public, Sharon Partridge Jefferson County Public, Tim Byrne CU-Boulder and Mark Anderson, UNC. Tim had invited librarians from two area special libraries to this months meeting, to describe their collections and services and answer questions from the group about their respective operations. Representing the National Indian Law Library were guest speakers deana j. harragarra waters and Laura C. West. The National Indian Law Library was established in 1971 as a special project of the Native American Rights Fund. It was originally established to be clearinghouse for materials on Indian Law for tribes, for private and tribal attorneys, legal service programs and the Native American Rights Fund attorneys. It is the only facility of its kind in the nation and its purpose is to assist in the systematic development of Indian Law. The collection consists of some 10,000 Indian Law Related documents, including legal pleadings from important Indian law cases in federal courts, basic Indian legal research materials such as the Indian Law Reporter and the decisions of the Bureau of Indian Affairs, articles written by Indian law specialists, law revue articles and government documents (primarily Congressional hearings and Interior Department documents.) NILL also houses over 300 tribal codes and constitutions and a small collection of other cultural materials such as encyclopedias and almanacs. Initially, the NILL was intended to serve the needs of practicing attorneys and students of Indian Law and culture. However, since its establishment 1971, it has proven to be a valuable resource for the general public as well, and all users are welcomed. It is open during normal business hours and, when necessary, by appointment. In addition to Mss. waters and West, the third member of the staff is Marie Kindred. All 3 staff members answer reference questions from patrons, requests for information regarding the collection and for specific materials. The Center is a non-lending library, jointly funded by the NSF, FEMA, NOAA, USGS, The U.S. Army Corps of Engineers, the U.S. Forest Service, EPA, U.S. Department of Transportation, NASA, and the Insurance Institute for Property Loss Reduction. It is part of the University of Colorado's Program on Environment and Behavior within the Institute of Behavioral Research. Its purpose to serve as a clearinghouse for information about the social aspects of natural hazards, and the users it attracts represent government at all levels, private industries, public interest groups and research institutions concerned with reducing the human suffering, economic loss and social disruption caused by earthquakes, floods, hurricanes, tornadoes and other natural disasters. The collection consists of some 14,000 reports, articles, brochures, books, periodicals and professional journals, bibliographies and government publications. The Center maintains its own online database, which contains records for the entire collection with annotations. For a modest fee, the staff will conduct customized bibliographic searches. Each summer the Center conduct a "Workshop on Hazards Research and Applications", which tries to ensure the application of research to real-world problems. The Center publishes a bimonthly newsletter called the Natural Hazards Observer which carries articles on current issues in hazards, new research, important legislation, and new publications. Hollis solicited ideas for the CLA/GODORT Spring and Fall meetings. For more details, check her COGOPUB message of March 10th. She also reported that Maureen Crocker has been in contact with the State Data Center regarding the 10 volume looseleaf series that the Center will be making available to affiliates who are not subscribing to CEDIS. At the October State Data Center Meeting, we were told the notebooks would be distributed by December, 1996. The plan, apparently is still alive, though the deadline has been moved back. Ms. Jobe announced that the International Collection at Norlin has acquired the U.N. Development Program Progress Reports on microfiche from 1981- She also reported that Colorado by the Numbers now contains files from the 1996 County and City Databook, and County Vital Statistics from the Colorado Department of Health. Ms. Hollis reported that CU now has a collection of Japanese Internment Camp Newsletters on microfilm. Sharon Partridge announced the annual meeting of the the Colorado Preservation Alliance on May 29th and 30th. The theme will be "Disaster Planning and Recovery." There will be a workshop on recovery of electronic records and a hands-on wet paper session. A FEMA representative will speak on the psychology of disasters. Also speaking will be Aden Hogan, who was Assistant City Manager for Oklahoma City at the time of the bombing. Registration for both days is $50 for members and $60 for non-members.
