Minutes of the GoPIG Meeting, March 13, 1997 at the Denver Public Library. Announcements: Rob Richards, who has been working in a temporary position at CU Boulder, has been appointed as a permanent technical services librarian at CU-Law. GoPIG would like to meet at CU-Law Library sometime in the future. 2. The minutes from the February meeting will be distributed at the April GoPIG meeting. 3. The next meeting will be at the Aurora Public Library on Thursday April 24 at 10 a.m. 4. ALA GODORT Report was given by Tim Byrne and Louise Treff-Gangler. Wayne Kelley spoke on several issues including the privatization of the Journal of the National Cancer Institute. Depository libraries will no longer receive this journal for free. A similar situation now exists with the Historical Statistics of the United States. In the past, the Joint Committee on Printing, did more to prevent this kind of privatization, but the current committee is weakened and now GPO must press agencies for compliance and this is much more difficult. CU has just applied for a site license for StatUSA. Gil Baldwin talked about the ongoing migration to an electronic format. The Serials Set will be replaced by CD-ROMs from the 105th Congress on. The Library of Congress is scanning the Serial Set starting with the American State Papers. Digital Raster Graph CDs and Digital Orthophotoquad CDs will no longer be published due to major funding cuts at the USGS. There is heavy use on GPO Access and new items will continually be added. The Supreme Court Reports may come up on the Web soon. Baldwin stated that the goal is to reach the point where publications are divided as to format with the proportions being: 50% electronic, 30% paper, and 20% microtext. There is an inconsistency in the cataloging of URLs in GPO records - GPO catalogers have been working on the problems that have been identified. There are fewer employees at GPO than anytime in this century. GPO has requested $35 million for the next fiscal year. Duncan Aldrich, University of Nevada, Reno, is on leave at GPO this year and is working on partnerships with agencies. T.C. Evans took Judy Russell's place at GPO and is working on a complete upgrade of hardware and load balancing to increase access time. GPO is exploring new search engines for the web sites and have a committee working on the web sites themselves. GPO is working on digitizing the Congressional hearings and putting the CFR up on a website. Right now, GPO has no backlog of Internet sites that need cataloging. GPO is the second largest cataloger of Internet sites, and will probably the largest before long. They have cataloged approximately 12,000 titles with URLs, 112 of which are Internet-only sites. 5. Inspections: all libraries that were not inspected last Fall had to do self studies. These studies are forwarded to Tim and Rob. Any libraries with major areas of non-compliance will be inspected in May. Only two Colorado libraries will be inspected, both of whom have an extremely low selection of documents. 6. Rob gave the group a tour of the Patent Depository area. DPL has a number of stand alone stations and one station with a juke box that holds all of the discs. They have several sets of the Cassis discs so that users do not have to wait for access. DPL has a microfiche collection of all full patents and a number of reader/printer. They charge 10 cents a page for printing. 7. World News Connection: This is the online version of FBIS. It includes the last two yearsof indexing. CU-B has two subscriptions, which helps when a user exits without logging off. In this case, the database does not time out for 30 minutes so a new user is locked out for this period of time. There is a large cost differential between the $1000 license for one simultaneous user and the $5000 for 2-4 simultaneous users. 8. Debbie Hollis asked for suggestions regarding the CLA GODORT spring/summer meeting. It was decided to meet again on the Western Slope. The meeting will be a Thursday or Friday in Gunnison and will be broken up into two half-day sessions. Several topics were suggested. 9. Marcive Update: If there appear to be missing records in a Marcive load, be sure to check OCLC to determine if GPO has actually cataloged the item. If it looks like GPO has cataloged it, then contact Marcive as to the reason for the missing record. If it appears that the item has not been cataloged, contact GPO to request that it be done. CU-B has been working on an item record conversion and has cataloged over 1500 items in the past six months. This may explain why a record will appear in their catalog and yet not appear in a particular library's Marcive tape load. The group also discussed overlay issues. 10. Collection development guidelines for selective federal depository libraries was discussed. The School of Mines followed the Depository Library Manual to compose their statement. CSU used the model sent out by GPO. A brief discussion of whether to circulate CDs followed. Most of the libraries indicated that they do circulate their CDs. CU-B has an insert with barcode and tattle tape which is put into each jewel case. 11. No unfinished business. 12. New business. Rob Jackson shared DPL's internet policy and a brief discussion of this topic followed. Sharon Johnson gave an update on the t-shirts. ALA GODORT may make these available from the vendor. The Knight-Ridder Dialog through CARL does not include NTIS, although there are a number of government related files that are available. This topic will be discussed at the next meeting. 13.
