Government Publications Interest Group Meeting February 13, 1998 1. Announcements -- Sharon Partridge (Jeff. County PL) handed out a brochure entitled "Finding Federal Government Information" which described government information, how to find it at JCPL, and provided a list of frequently requested federal documents and internet sites. Sharon also brought up a problem with the Colorado Code of Regulations specifying that Colorado state depository libraries should have related materials. The CCR language reads as follows: "Interested parties may inspect or obtain the referenced incorporated materials by contacting ......and\or The State Depository Libraries." (From 7 CCR 1101-5). Sharon has seen two of these where the library did not get the referenced materials. Maureen Crocker is aware of this problem. The internet resource Colorado by the Numbers maintained by the University of Colorado at Boulder Government Publications Department has been updated. Colorado cities of 25,000 or more population based on the 1990 Census have been added. The information came from the County and City Data Book 1994. Next Meeting Place and Time -- The next meeting will be a demonstration of the CIS databases (CIS Compass/Universe, CIS Statistical Universe, and CIS Academic Universe). It will be held at the University of Colorado at Boulder from 9 am to 4 pm on March 25. 4. ALA Report -- For more information see Administrative Notes (1/15/98) GPO Update -- Francis Buckley is making the Superintendent of Documents much more visible. The depository program, GPO sales, and GPO Access are now being treated as one. The sales and acquisitions sections of GPO are having their mainframes replaced with a new system; this should be complete by March 1998. GPO has hired two new inspectors; 54 libraries were inspected last year. The new system to be added to GPO Access (askLPS) in taking longer than expected and should be up soon. Because of ADA requirements, GPO is working to comply by having a text file of all of their electronic products on GPO Access. It was mentioned that Adobe has a site that will present one with a text version of a PDF file (go to access.adobe.com and type in the file name). Apparently there are some problems with tables, but a document that is mostly text should work fine. GPO is working on a enhancing the searching capabilities in GPO Access and will focus on the EEOC and Congressional Record databases. Two new databases are going to be available on GPOAccess: the National Bankruptcy Commission and the Occupational Safety Review Commission. GPO is getting more and more requests to bring up congressional reports on GPO Access. GPO never ordered the 1996 World Factbook for depository libraries; since enough copies cannot be obtained to fill the order for all depositories who selected that item number, GPO is planning on distributing that title in microfiche. The 1997 edition will be distributed in paper and CD-ROM. Federal Agency Update -- GPO recently signed an historic agreement with NTIS to provide access to selected NTIS publications in electronic format to depository libraries; GPO hopes that sometime this year several depository libraries will be involved in pilot projects to test the electronic delivery of these texts. GPO is talking to STAT-USA staff about archiving the data that is currently being dropped from their current files. The funding of the Area Handbooks is questionable; the Defense Dept. wants the State Dept. to pick up the tab. The DOE Information Bridge (a system to access DOE reports published after October 1996) will hopefully be coming up during the Annual Depository Conference in April. USGS provides a web site that lists their publications available for sale. The agency is not distributing the DLQs, but is almost done with production of the DOQs. Sharon Partridge announced that there were some errors on the DRGs. The Digital Raster Graphic Data disks that were defective at JCPL were 39104 - Denver East & Castle Rock and 38106 - Gunnison and Saguache The Census Bureau has been working on the following products: Landview III (an 11 disk set distributed in February), a new Street Atlas, the American Community Survey (ACS) (data similar to decennial census for smaller areas), the newest Statistical Abstract (CD-ROM version will have links to the web), the 1997 Economic Census, and DADS97 testing. Title 44 Revisions -- Eric Peterson of the Joint Committee on Printing (JCP) and Kenny Gil, the minority staff director for Senator Ford were both present. Senator Ford, who is on the Senate Rules Committee has been a strong supporter of the FDLP and wants to see this revision done before he retires at the end of this congress. There are still problems which include - executive branch wants more options for printing - OBM does not want to have multiple printers - GPO unions do not want the printing to go to the executive branch - if the JCP is abolished, its powers have to go somewhere (GPO SuDoc?) - constitutional problems remain - how will future depositories be designated? - some are worried that this will not get the attention of congress - many think that if this is not addressed during this congress, it never will be GODORT/ASCLA Merger -- An adhoc committee was charged with looking into this merger. Now many in this adhoc committee have invested themselves in this merger and many of these people are some of the most outspoken people in GODORT. However, contrary to many of the statements of support, many GODORT members do not support the merger. A mail ballot will go out on July 15 for everyone to vote. ALA will decide later whether to allow Round Table representation on the ALA Council. 6. Alliance Pre-1976 Federal Documents Cataloging Project Proposal During the Mid-winter ALA meetings, a program of cataloging pre-1976 federal documents was held. The librarians primarily responsible for putting this program together were from the Alliance and the Big Ten schools. Most present were there to find out if other libraries had started a big pre-1976 cataloging project; unfortunately the answer to that question was no. An OCLC representative was present and stated that there are approximately 465,000 pre- 1976 federal document records in OCLC. However, many think this number is closer to 1 million. Unfortunately, approximately 10% have SuDoc numbers. It was suggested that libraries, regardless of size, could contribute to this daunting project. It was decided that a survey would be created and announced in govdoc-l and autocat-l to try to get a handle on what pre-1976 cataloging had already been done and go from there. People present at the GoPig meeting suggested that if the Alliance purchased the pre-1976 federal document records (those that could be distinguished in OCLC), and put them in database #83, Alliance libraries could start enhancing them. 7. Problems with attachments on electronic discard lists Tim stated that people need to be careful when attaching files onto e-mail messages. Often others don't have the capability to read them. 8. Old Business Problems with CARL database #83 need be resolved including the need to drop the owners from the database (owners only show DLP and CU), whether the SuDoc numbers are showing in the web version of the database, and whether to have a separate telnet address. Those interested in a group purchase of DVD drives should follow that up with BCR. 9. New Business The next GODORT meeting (the Annual Fall Conference) will be a maps program sponsored by GoPig. The Alliance recently made a group purchase of STAT-USA. Peggy Jobe recommended the International Trade Library within STAT-USA for those people used to using the CD-ROM version of the NTDB. The Alliance is currently working on a partnership with a Boulder company to produce a web site with the full text of monographs.
