Tour of the government publications collections and the processing area. 2. Announcements - Auraria has filled its library technician vacancy. All CLA members will vote during the October 1999 meeting on the new organizational plan. This new plan calls for the dissolution of round tables (including the Government Document Round Table (GODORT)) and divides members up by type of library and then by function (government documents is not a function in this plan). GPO Updates - Fran Buckley, Superintendent of Documents, reported that due to the declining profit in sales, there may be a raise in GPO prices. He also stated that LPS analyzed processes for the Y2K problem and has requested an upgrade to the lighted bin system. Mike DiMario, Public Printer, mentioned key people on congressional committees that may affect GPO's operations due to the fact that the Joint Committee on Printing (JCP) is no longer funded. Most likely if legislation to reform Title 44 is introduced, it will be much narrower and only deal with the FDLP. Gil Baldwin, Director of LPS, is continuing to work on the "Managing the Electronic Collection" policy, specifically archiving policies. There is some talk that GPO Access might divide into GPO Access and GPO Archive. LPS is also looking for more partnerships such as the Cornell/USDA and the University of Chicago/Dept. of State partnerships. NOAA is specifically looking for a partner. Robin Haun-Mohommad, Chief of the Depository Administration Branch, discussed the bankruptcy of the MF contractor Lake George. GPO will distribute the MF that Lake George did not. New titles that depositories will see soon are the U.S. Industry Outlook, O*NET, IRS CD-ROM, Crime in the U.S. (1997), and the American Fact Finder. The Public Health Reports are now going to be published in conjunction with Oxford University Press. The FDLP will continue to receive copies. The Spring and Fall FDLP conference and council meetings will be changing locations starting in 2000. The Spring conference and council meetings (April) will be held in different locations around the country, while the Fall version (October) will be held in Washington, D.C. Having the Fall conference and council meetings in Washington, D.C. will make it easier for GPO to reserve hotels. This year the Spring conference and council meetings will be held in Washington, D.C. (April 12-15) and the Fall version will be held in Kansas City (October). The draft Biennial Survey for 1999 will be distributed soon. GPO released the FDLP Internet Use Policy Guidelines in a January 1999 issue of Administrative Notes. The use of filtering software brought up a lot of discussion at the meeting. GPO will be phasing out certain MF titles where electronic equivalents exist. However, because they are concerned about the archiving of these titles, they will move slowly on this issue. 6. Agency updates - The Dept. of Transportation now has its TRIS (Transportation Research Information Service) database available on the Internet (http://ntl.bts.gov/). This database used to be available on Dialog. For a press release about TRIS see http://www.bts.gov/dot0499.htm. BLM is now putting its records for the pre-1908 homestead and cash entry patents on the Internet. It will still continue distributing the CD-ROM with the same information. Actually, the data on the Internet will not be as detailed as the CD-ROM version. Currently only some states east of the Mississippi are available, but the Bureau hopes to add states west of the Mississippi in approximately 2 years for starting with the year 1908. The NTIS pilot project has begun for 22 depository libraries. The Colorado libraries taking part are the University of Colorado at Boulder and the Colorado School of Mines. The NTIS technical reports available in electronic image format are generally available from 1997 on for this project. 7. Summer ALA GODORT program "To merge or not to merge: what are the questions?" will discuss the positive and negative aspects about the issue. There is still interest in this topic among ALA GODORT members. 8. Tad Downing and Laurie Hall discussed GPO cataloging policies with the GODORT Cataloging Committee. The Committee had sent a list of questions to Tad late last year about GPO cataloging policies, especially regarding non-physical formats. Tad used the ALA meeting to try and respond to these questions. Currently GPO is changing many of their cataloging practices (particularly when cataloging non-physical items) and could not state what the eventual policy would be, but would continue to keep the libraries informed of the changes. Tad Downing agreed to send out a list of changes to URL's to libraries via GOVDOC-L. The Committee also reported that they have a list of about 200 libraries that are interested in retrospective cataloging of government documents from the survey they distributed last year. 9. CIS is planning a complete redesign of its initial page for their Statistical Universe product. They are actually planning on redesigning all of their products, to some extent. All of the "Universe" products that a library subscribes to will be available on one page. CIS is also planning to add the Statutes at Large (1879- ) to their Congressional Universe product. Libraries will have to pay an additional cost to receive it. 10. The Dept. of Defense wants to stop publishing the Area Handbooks/Country Studies, but currently funding is still continuing for this publication as 26 revisions are currently taking place. The Library of Congress wants to take over the publishing of this documents and is hoping to get the funds to do so. 11. The STAT-USA CD-ROM USA Trade will be arriving shortly. It contains trade data that has already been collected and allows users to manipulate it in different ways. 12. Since many libraries are having more problems with tax forms this year than in past years, the BPOL hotline was mentioned (1-800-829-2765). The IRS has a website that indicated the availability of forms at http://www.irs.ustreas.gov/prod/forms_pubs/bpol/index.html. 13. Unfinished business - none 14. New business - The Colorado Preservation Alliance is sponsoring a workshop on new technologies for preservation at the Denver Federal Center on June 17-18. The cost is $70 for members and $100 for non-members. See additional information on COGOPUB-L. The GODORT journal, Documents to the People, will soon contain more journal-type articles and will be published with a slick cover. The journal will be indexed in the library literature and possibly become a referred journal. 15. Library significant events CSU has completed the final move after the flood. There are still approximately 400,000 flood damaged books in Texas. About 60%-70% are recoverable. Broomfield PL's plan for the new library is progressing. Rob Richards from CU-Law has faxed a long list of changed URLs to Tad Downing. He is working on a presentation for the FDLP April conference on organizing selective housing agreements. CU-Law is finalizing procedures for cataloging electronic documents. Finally the Library has beta tested a new product to check 856 fields on MARC records. This PC product, MARCXGN was created by Tom Tyler at the University of Denver. The work on the HVAC in the CSM Library is almost completed. However, there is more work on the building in the near future such as painting and HVAC work on the back portion of the building. The depository librarians at CSM, Jefferson County PL, and Aurora PL are working on a letter to the new U.S. Representative Tom Tancredo to inform him of depository libraries in general and describe the three depository collections in his district so he can refer his constituents to them if necessary. Auraria is starting a search for the Assistant Director for Information Services, Reference, Government Publications, Instruction, and Collection Development. The University of Colorado at Denver is going through a program and the library review was in February. Colorado College is looking for a new director. U.S. Air Force has the MARCIVE test records. The Library will be affected by a power shut down during the entire month of July 1999. They are hoping to shut down half of the library for two weeks and then move to the other half. The U.S. Air Force Academy is also outsourcing many services on the base, but this has not affected the Cadet Library at this point. UNC has purchased the Tribune building in downtown Greeley and will turn it into a law library at this time. There is a remodeling plan for Michenor Library and the law library will be moving to Michenor when all of the remodeling is completed. CU-Boulder is starting to load the MARCIVE shipping list records into their database. They are also loading the CIS hearings from 1945-1975. These records will be suppressed until they are converted. The CIS hearings records covering 1833-1944 have been loaded into the CU database and the Prospector database. They are currently being suppressed in Prospector. Finally, CU is a depository library for the Council of Europe and received their first shipment which was very large.
