I.C.1. State Papers, Domestic and Foreign: Full Texts
The State Papers are the principal documents accumulating in the offices of the Secretaries of State from the time of Henry VIII onwards. The State
Papers Domestic consist of documents relating to a wide variety of subjects, including ecclesiastical, diplomatic, naval and military matters, universities,
Parliament, poor laws, etc. They also contain grants of arms, proclamations, musters, lists of judges, justices of the peace and

other officers of the Crown, returns of aliens, noncomformists, etc. The State Papers Foreign contain treaties, correspondance, and other official
records dealing with Britain's relationship with foreign nations. The holdings of the Library include the following collections of State Papers listed
below.

- Writs and orders under the Great Seal addressed by the Sovereign to individuals were folded or closed up and are hence known as letters close. Until Tudor
times the Close Rolls contain royal instructions for the performance of a wide variety of acts: the observance of treaties, the levying of subsidies,
the repair of buildings, the payment of salaries, the provisions of Household requirements, the delivery of their landed inheritances to heirs, the assignment
of dower to widows, etc. Private deeds enrolled for safe custody on the back of the Close Rolls are especially numerous from 1382, and from 1532-33
such deeds form the entire content of the roll.

- The "fines" from which the Fine Rolls take their name were payments made for writs, grants, licences, pardons, etc., of various kinds, most of them
under the Great Seal, relating to matters in which the Crown had a financial interest. The documents enrolled include writs to inquire post mortem,
writs to the Barons of the Exchequer to assign terms for the payments of debts due the Crown and to cause fines to be taken from prisoners for their
release, licences to marry, appointments of sheriffs and other royal officers who would be required to account at the Exchequer, writs to remove causes
from inferior tribunals into the King's courts, etc.

- The Gascon Rolls form the principal source for the study of English administration in Gascony. Among the documents they contain are treaties, truces, appointments

- On these rolls were entered the writs of liberate (Latin "deliver ye") whereby the officers of the Exchequer were ordered to make payments on
behalf of the Crown. The rolls of Henry III's reign deal with expenditure and accounting on an almost infinite variety of matters and are particularly
valued by the student of medieval art and architecture, as well as by social and economic historians.

- Letters patent, so called from being issued "open" with the Great Seal pendent, announce royal acts of the most diverse kinds, including grants
and leases of land, appointments to offices, licences and pardons, denizations of aliens, and presentations to ecclesiastical benefices. From 1516 the
sort of royal grant which had hitherto been made by charter took the form of letters patent.
