Dean's Spring Meeting

The meeting was opened by LAB Chair, Curt Williams.
I. Caught in the Act Award
A. Presented by Karla Schorzman (on behalf of the library community) to Elva Aranda. Elva is a member of the custodial staff,and works mainly in the Technical Services Department. She has worked at Norlin for approximately four years, and prior to this time worked in the Fleming Law Building. Elva is a valuable asset to the Libraries, and her excellent service is sincerely appreciated. Thank you, Elva!
II. Dean Williams Address
A. Columbine High School Tragedy
1. Monetary gifts can be given to Shelley Joy through May 17th. These will be given to the Columbine High School Administration to aid in the repair of their school. Checks should be made payable to Columbine High School Library Fund.
2. Dean Williams also emphasized the importance of family. He stated that family should come first, and that nothing in the libraries is so important that family should be neglected during times of need.
B. Budget Fiscal Year 1999/2000
1. Funding will be directed toward the salary survey and in retaining employees. There will be a 1.25% standard increase in all operating budgets for the various schools on campus. Jim has made a plea to the chancellor to further differentiate the library from the other schools and colleges. This may be possible, but the budget will remain tight. In addition, the Library Council will retreat earlier this year. This is based on the minimal budget for the fiscal year, which will begin July 1, 1999. At this time, there are still no definite calculations as to the amount of money in the budget.
C. OCI Committee Final Report
1. The final report regards the rethinking of upward evaluations. As supervisors come up for evaluation, a message will be posted to Norlin list calling for comments.
Comments should be submitted in a signed and sealed envelope to Scott Seaman. These comments will then be forwarded to the direct supervisors for the individuals, and must be used in their evaluation. The comments will be summarized to protect confidentiality. The envelopes will then be resealed and returned to Administrative Services where they shall be shredded within one year. This is a pilot program and will be implemented with this thought in mind.
2. Questions asked pertained to the interpretation of comments, the validity of the contact person whom is commenting, and the enforcement of confidentiality.
a. In regard to the interpretation of comments, there is an obligation on the part of the evaluator to summarize comments correctly. If there is any questionable comments, the evaluator must contact the individual confidentially and clarify the information. Also, an evaluator has the opportunity to restate or clarify prior comments they have submitted for evaluation purposes.
b. If an evaluation is challenged, the identity of individuals who submitted comments must remain confidential. Under no circumstances is an individual's identity to be used in legal litigation.
c. In assessing the validity of comments, the level of
familiarity with the supervisor's position should be considered, and if there remains question then the individual must be contacted for clarification.
d. If there any any further questions, comments may be sent to Jim regarding the OCI pilot program.
III. John Culshaw
A. Administrative Services has been conducting business as usual during Scott Seaman's sabbatical.
B. Program Review will take place in the Fall, as it occurs approximately every seven years.
C. Scott has been working on the planning of the Science Library and with the offsite storage facility at Fitzsimmons.
D. The University Libraries are in the forefront in our purchase of the Millenium package from Innovative. We have already paid for the package during Fiscal Year 1998-1999, and will begin its implementation during Summer 1999 with Millenium Circulation. Millenium, which is a Java Language web-based program, will be implemented in modules.
E. The Computer Replacement Plan will be reviewed by the Library Council at the May meeting. It will be used to replace outdated equipment in a cycle of every three to four years. It will be funded in part by the Faculty Computer Replacement Program Budget, the Student Computing Fee, and the Library Budget (separate from the Capital Equipment Budget).
F. Chinook - Character and Web-based can run simultaneously, but Innovative will not be adding any enhancements to Classic Chinook (OPAC).
IV. Susan Anthes
A. Reference/Circulation interviews are scheduled.
B. Offsite Storage - There are currently 150,000 to 180,000 volumes in the Louisville site. A task force is in place regarding the Fitzsimmons move, but many questions remain. For instance, multiple copies, budget implications, government publications, and items without records or cataloging. The task force is just beginning to talk, and has an enormous amount of work ahead.
C. Pay for printing - a task force is in place, with Suzanne Larsen as the chairperson. The campus Information Technologies Division is also stuck on this issue, and we need to coordinate with their decision. It is a very sticky issue with very few answers.
D. Prospector - There will be a public services training session conducted in Fort Collins the end of next week. We will be sending three to four individuals from Reference and Circulation. These individuals will conduct additional training sessions within the library. There is a demonstration site currently located on a terminal within Norlin. Prospector will begin this summer in circulation.
V. Janet Swan Hill
A. Administrative Streamlining Project (ASP) is being implemented in Financial and Accounting Sectors. It is a new University wide software, which will change some procedures and practices in Administrative Services and Acquisitions.
B. Booksales - There will be a series of smaller booksales. There will remain no preferential treatment for library employees in regard to advanced viewing, as this is illegal under state law.
C. Vacant Positions - There remain three Faculty positions, and a number of staff positions in Technical Services. There are two interviews scheduled for the Head of Preservation. The Monographic Cataloger and Head of Copy Cataloging searches have been closed without making appointments. Discussion is underway about whether and how to redescribe them before re-posting.
D. Online Access and Display Group - the members are not yet set, but the committee will be made up of a combination of Public Service and Technical Services employees. There is already a long list of agenda items to give to this group.
VI. Other items
A. Planters - We are wating for a response from Jeff Lipton, the Head of Facilities Management. He is talking with his staff to see if the planters can be returned, and maintained by Norlin employees.
